Was just thinking about things, and for some reason this came up in my head. I think FBS and FCS should swap formats. Hear me out-
1-FCS schools are generally smaller with less of a budget. (Some in FBS should still be in FCS) that being said, you often end up with schools making the playoffs with a low seed and have to travel back and forth across county. Example, Youngstown State travel to JSU,Eastern Washington, and Frisco TX. That's huge expense. Tougher on some, wouldn't be a problem for any FBS schools that would be competitive in the first place.
2-FCS at least trys to be regional in conferences, you set bowl games up accordingly and use the BCS system to pick 1 vs 2 or have a 4 team or 6 playoffs the same way FBS does. Reason? FBS schools fans will show up in a full playoff format like FCS has, that in turn would generate even more money for them (the name of the game for them) in turn for current FCS, more fans would be willing to travel to a bowl game than multiple playoff games, especially in the holiday season. Just an opinion......

You may also have the SWAC and even the IVY league decide they would participate in post season play.
